District Court vs. Circuit Court
In general, the district court presides over traffic cases and misdemeanors and the circuit court hears felony cases. Felony cases tend to originate in the district court at a preliminary hearing (though they can be directly indicted), and are transferred to Circuit Court if probable cause if found at the preliminary hearing and the grand jury chooses to indict. - Division 1: William W. Roberts

- He was appointed by Governor Steve Beshear.
- Division 2: Don Blair
- The Honorable Don Blair has been on the bench since 2006.
- He earned his B.S. at Transylvania University and his JD at NKU.
District Court Prosecutor
The County Attorney, the Honorable Cecil Watkins handles prosecution in Rowan District Court. Her office handles the prosecution of traffic, misdemeanor, and felony preliminary hearings.
Circuit Court Judges

Circuit Court Prosecutor
Prosecution of felonies is handled by the office of the Hon. Hon. Ronnie Goldy. His office is located in Mt. Sterling. His office prosecutes offenses that have been indicted by the Rowan County Grand Jury.
